Morning brief

Calm post-FOMC funding into the open; the quarter-end turn is the only thing that flips it

No overnight catalyst three sessions past the FOMC; funding and collateral read calm, but the quarter-end turn is the live risk we're watching.

The open

No overnight catalyst, and we're not going to manufacture one. Three sessions past the June 17 FOMC, the front end is doing what it should into a quiet week: nothing. Status quo carries into the open.

The reference-rate complex is fixed only through the meeting day itself. SOFR, EFFR and OBFR all stop at June 17[1], so the clean post-decision funding read in the fixings doesn't exist yet. GCF repo runs one extra session to June 18[2], and it's unremarkable.

Collateral

Collateral is the real read this morning, and it's benign. The June 18 securities-lending auction cleared its top specials only modestly through the floor: the richest name, the Jan 21 27 bill, sat at 6.4 bp[3], with the rest of the list clustered 5.7 to 6.0 bp[4]. That's not scarcity.

The load-bearing point is timing. Specials are this tame three sessions out from quarter-end, when collateral usually starts to bid. The turn isn't in the data we have, and it's the single thing that flips the view. If month-end repo firms and the richest specials gap wider than 10 bp, we're wrong on calm.

Anchor and what we're watching

IORB is the only administered rate that refreshed to today, June 22[5]; every transaction-based overnight rate behind it is three sessions stale, so we can't mark a clean SOFR-IORB spread on a matched date. Don't over-read the gap.

RRP balances run through June 18 and aren't flagging stress[6]; dealer positioning from the OFR is stale to June 3[7]. Neither moves the open. What we're watching is the quarter-end turn: RRP is the release valve, and the data in hand predates the days that matter. Assumes Treasury holds the bill-issuance pace into month-end; a sharp bill paydown would drain collateral and pull specials richer faster than the turn alone.
